True enough, if you count the White House Social Secretary and her various deputies, First Lady Michelle Obama has a paid staff of at least 22 people, according to the 2009 Annual Report to Congress on White House Staff.
However, the email overstates its case when it characterizes Michelle Obama's staff as "lackeys" who "cater to her every whim," and exaggerates when it refers to the total number of staffers as "unprecedented." Nearly all of these positions were established during previous administrations.

For example, in 2008 First Lady Laura Bush oversaw a staff of 18 (not a staff of "one," as alleged in the email), with positions and salaries roughly comparable to those in the current White House:
